A wave of crime is sweeping the globe. Sherlock Holmes has disappeared, and the police forces are too understaffed to cope. It's time for supercriminals, the twisted minds of crime, to rule the entire Earth! Their evil plans can unfold without a hitch... But only one of them will dominate the world.
Each sets their domination plan in motion, kidnapping scientists, sabotaging others' plans, stealing resources, etc. The criminals have 5 pawns – as many henchmen to do their dirty work. They place them in the designated spaces (large cities) for actions, face down. As soon as three pawns are there, they are revealed and the actions are resolved. Each criminal genius has their objective to achieve... If they succeed, they win the game. If the Secret Services catch them, they lose.
