Watergate is an asymmetrical strategy game for two players. One player takes on the role of the press, while their opponent embodies the Nixon administration, each with their own unique deck of cards.
Each card allows players to activate a specific action or the ability to manipulate several elements (Evidence, Initiative, or Momentum tokens) on the game board, either towards the journalists or the White House, in a tug-of-war fashion. The final position of each token at the end of a round will determine its use by each side. Players must decide which strategy they want to prioritize: gaining initiative, managing evidence, or gaining Momentum (allowing Nixon to win).
Actions include recruiting informants, revealing evidence, and thus creating connections between key figures in the scandal. The Nixon player, on the other hand, can recruit conspirators and destroy evidence, thereby blocking the connections created by the journalist.
To win, Nixon must reach the end of the presidential term by gaining 5 Momentum tokens, while the journalist must gather enough evidence to directly link at least two informants to the president.
