The goal of the game is to be the first general to win a certain number of Victory Medals (generally 4 to 6, depending on the scenario). A Victory Medal is obtained for each enemy unit completely eliminated. In some scenarios, additional medals can be earned by capturing specific objectives.
In each turn, players play a card that allows them to activate a unit present on the board. Each troop has its own movement capabilities and attack strength. Movement, attacks, retreat, etc., all actions must respect constraints that make the game quite tactical and strategic without the difficulty making it too complex.
Combat is resolved with dice, which implies an element of chance and daring. Memoir '44 games are short and rarely exceed 1 hour.
